[nc-transfer] geographic diversity requirement


Danny Younger, Chair, GA, makes a good point, which I've been thinking of as
well.  From my conversations, I've been expecting to see nominations from
other regions yet forthcoming.  I believe that will still happen.  However,
let me ask that if the constituencies/GA do identify a second participant to
the Transfer TF, that they make an effort to recruit from 

Latin America
Asia Pacific
Africa
AND Europe... since we have only one European rep. 

Let me provide an analysis of the present membership:

Marilyn Cade, BC		North America
Ross Rader, Registrar   North America 
Nick Wood, IPC		Europe
Mark McFadden, ISPCP 	North America
Milton Mueller, NCDNHC	North America
GA rep			to be named by the GA *replacing Danny Younger,
Chair
ccTLD				To be named
Registry			To be named

Remember that the present recommendation to the Task Force by the Interim
chair is to have up to two representatives per constituency/GA, with only
one vote shared by the two representatives. [Not all may chose to have a
second rep, since there is only one vote; that should be the decision of the
group, based on what works best for them in terms of coordination of their
input and participation].  

Geographic representation is, of course, a critical element of all TFs. As
we are finalizing the membership of the TF, can I ask that we all pay
attention to doing our best to identify candidates/seconds that help us meet
that requirement.

Rules of Procedure for the DNSO Names Council:  3.1 The composition of these

groups shall follow the spirit of the ICANN Bylaws with regard to geographic

diversity.

When I take a look at the composition of the transfers task force so far, I 
have not noticed the required geographic diversity:

Marilyn Cade, BC 
Nick Wood, IPC
Mark McFadden, ISPCP
Ross Rader, Registrar Constituency
Milton Mueller, NCDNHC
Bruce Beckwith, Registry Constituency

As the GA will elect either a European or North American representative, 
perhaps as a gesture towards compliance with the rules, Marilyn would be 
willing to cede her seat to an Asia/Pacific BC member?
