First, let me apologize for not being present on the call.  I have some health related issues that I needed to take care of.  I hope this message clears some things up.
 
1)  The gTLD Constituency believes wholeheartedly that there are several issues related to the deletion of domain names that warrant some immediate attention.
2)  These ideas need to be explored as soon as possible by a working group or task force of the Domain Name Supporting Organization.
3)  This Transfer Task Force must complete its work with respect to issues surrounding the "transfer" of domain names as soon as possible.
4)  In accordance with the current rules of the Names Council and the proposed rules set out by the Policy Names Development Group, Task Forces are put into place to address only those narrow issues that are given to it by the Names Council and should not address those items outside that scope. 
5)  Although a slim number of issues surrounding deletes were discussed in relation to the Wait List Service, that does not give the Task Force jurisdiction to address the possible hundreds of issued surrounding deletes in general.  (Yes, I know I was not a member of the TF at that time, but I did read all of the archives and the minutes).
6)  The longer we discuss who the appropriate body is to deal with the delete issues, the more time elapses and nothing gets done.
7)  Therefore, we recommend:
    a)  The Transfer Task Force complete its work with respect to domain name transfers as soon as possible by the Shaghai meeting.
    b)  The topic of deletes, including who is the appropriate body to deal with this issue, should immediately without any delay be referred to the Names Council.
    c)  We let the Names Council set out a new Task Force to deal with the issues of Deletes, including approving a new Terms of Reference for the New Task Force.
