[ncsj] Can the interim Names Council make policy

The Names Council 
 is not fully formed. 
Ellen Rony makes the argument that policy is formed in the working groups.

But the Names Council has chosen which working groups are to be formed.

This is not proper.

The highest priority should be accorded to a working group that deals with
the admission of all stakeholders into the DNSO and it's Names Council.
