[ncsj] No instant perfection, no ISO 9000

Kent uses the fact that we cannot get instant perfection as an excuse to
proceed with policymaking when a clearly defined group is being
excluded.(the Individual Domain Name holders)
It must be noted that all his argumentation  on the lists (hundreds of
posts)  has been aimed at this exclusion or at discrediting those who
pleaded for their inclusion.
