[registrars] Pre-Registration

I was wondering what ICANN's stance on pre-registration is now that the
names have been decided.  I know before ICANN released a statement saying it
did not agree with it but that was before the new gTLDs had been selected.
We have had a number of enquiries regarding pre-registration service.  I
would like to be able to offer this but am unsure on ICANN's stance.  Even
if ICANN still disagreed on the issue I feel there are other registrars that
will be offering pre-registration regardless.  This makes the whole issue
somewhat judgemental as if ICANN are not willing to do anything about it
then what does it matter anyway whether we offer this or not.

Can someone shed some light on the situation as I am keen to tell my
customers yes or no but will be reluctant not to offer it if other
registrars are not willing to follow suit.
