[registrars] Definition of Operational Registrar

I have asked ICANN for a definition of "operational registrar" and they have
pointed me in the direction of Appendix T which infers that this definition
is determined by the registry in accordance with their registry contract.
Therefore, I will leave it to the .BIZ and .INFO registries to provide me
with a list of "operational" registrars.
