I would like to bring up a point that in the ISP or any business, if we expect to grow and be profitable then we must scale our systems appropriately for this growth and plan for that long term growth. If this means adding more bandwidth or server connections so you can grow your business then you take the appropriate measures for this. True, you do not expand your resources for further abuse, but has there been any mention of NSI adding bandwidth and / or adding the available connections to the SRS. Does not our $6.00 fee provide some percentage in the budget to expand and grow the registry? What would happen if the other 70 some odd accredited registrars became operational. I would like to see some formal plan on how would the registry deal with the added volume to an already limited resource?
If this industry is going to continue to grow, then should we not expect the registry system itself to grow by some factor. Could this commodity with no for seen growth plans, be construed as away to limit the amount of competition by limiting the further dilution of market share from one that has the most to lose.

Dear Erica:

I despair of any policy proposed by this constituency ever seeing the light
of day.  Let's look at our "morgue" of abandoned policies:

Code of Conduct
Best Practices
Warehousing
Data Escrow

Why put good time after bad if ICANN is not going to enact any of our
proposals.

I don't think I am cynical, I think I'm finally becoming a realist.
