It indicates that matters of concern to registrars are also of wider concern
within the dnso. - which is a good reason for ensuring the proposed policies
drafted by the Registrars constituency are referred to the NC (rather than
ICANN) for comment/endorsement by the dnso and THEN forwarded by the NC to
ICANN.
