[registrars] Help stamp out "bogus":)

Dear Collages:

Somewhere along the way we have adopted the word "bogus" for the improper 
registrations during Sunrise.

Bogus simply means "not genuine".  The are clearly fraudulent, fallacious.

Let's call a spade a spade, (not a heart or club), it is an attempt to steal.
