I think what you are suggesting would really be a "sham" and
not really the same as a registrar buying another
registrar. (Of course along the same lines an existing
registrar buying a registrar that was setup just for
that "purchase" would also be a sham.)
I guess it's somewhat reasonable that if 3 entities are
always going to have to vote as 1, that that should be
considered 1 vote.
On the other hand, I've seen cases (in Real Estate
Condos, to name just one example) where owners of
multiple units do get multiple votes.
Also, keep in mind that the value of domain registration businesses
would seem to be higher if a purchase of an existing
business comes with an extra vote.
