[registrars] Transfers Task Force Update


Registrars,

Just a quick update on the status of the NC Transfers Task Force and a
request for some assistance.

The Task Force is currently in the midst of planning its work. I expect to
see some clear direction from the Chairperson of the task force this week
concerning our next steps. As you all know, we are working towards a tight
timeline. The current goal is to complete the work of the TF by the time of
the Accra meeting in March.

There are several issues that will likely need to be addressed that I would
like to get a head start on. As a result, you're feedback would be
appreciated. I'm not looking for anything formal - I am looking to refine my
understanding of the goals of the constituency. Please feel free to send
your input to me privately if you wish.

The areas that I require further feedback on are:

1. Apparent Authority.
2. Indirect Channels (resellers, ISPs etc.)
3. The role of the registrant
4. Timely correction of registrar administrative mistakes (as it relates to
transfers - deletions, etc.) including correction of transfers where
authorization was obtained from the listed registrant, but resulted in a
fraudulent transfer due to whois inaccuracies at the losing registrar.

I would specifically request that those of you that haven't spoken on these
points in the past consider dropping me a note - you can do so privately if
you wish.

There are likely other points that I will require feedback on in the future,
but this list will give us a good head start for now.

It is also my goal to provide a brief bi-weekly update concerning the
progress of the TF and enlist your assistance whereever possible. Please
feel free to drop me a line if you have any questions or require
clarification on these, or any other points.
