[registrars] big registrars with big advantages

Hallo,

perhaps somebody already mentioned it...

the WLS system gives the bigger registrars a big advantage:
if a name ,that is to be renewed, is already in the pool of a 
registrar, it can cash the US 40 and keep it for himself, because
it is at the registrars control to perform an holderchange instead of 
deleting the name which was not renewed from the old owner.
I wonder if that will cause problems....
