[registrars] An independent registry-based solution

To answer the question posed by Siegfried Langenbach, Afternic.com is
prepared to offer an independently operated delete solution to the
community. We believe that we can administer a Registry Re-circulation
System cheaply and fairly while passing the vast bulk of the revenue
opportunity back to the registrars who take the risks and add the value to
the domain name sector in the first place. The MS-Word document detailing
our proposal is attached.
