We have found the need to block IP's on our whois.  If you could provide the
IP, I will make sure you have access.

We are having problems too.  Since I can log on to a remote unix machine and
do a Whois on whois.stargateinc.com, I can only assume that our IP address
is currently blocked.

I am receiving a "connection refused" error.

I am having a perpetual problem with the stargate whois server - It is down
most of the time and transfers become impossible.

At the same time however the whois on their website is ON.

is anyone else facing the issue too
