Yes - I think we need to get better at doing this earlier in the process.
We can do this without establishing formal namescouncil task forces, perhaps
by writing to the different constituencies explaining our position and
requesting comments (especially with a time frame for feedback).  I see the
gtld registry constituency beginning to do this more.

I guess it is a task for the namescouncil reps to try to take some of the
positions and concerns of the registrars constituency early in the process
and share these with the other constituencies of the DNSO.
