[registrars] Open Source Whois-Parser

Hi,

Have put up a java based open-source whois parser that we use for our whois
parsing in order to obtain explicit approval for transfer.

it is modular, extensible per registrar by using properties files and quite
easy to integrate

The site is up with the code. It's not much to look at...

still working on the following -

* documentaion
	* java docs
	* tutorial on how each registrar can write their own properties file
* features to include .info and .biz whois alongwith parsing etc....

we intend to have someone dedicated on this who will continue to correspond
with any registrar whose whois format seems to have changed and therefore
needs to update his properties file.
