Tucows has put forward a further supplement to our Heathrow Declaration. Its principal 
point is that ICANN needs to focus as much on contract interpretation and enforcement as 
much as policy development, and calls for an organizational focus on this area, for the 
benefit of contracted parties, which are registrars and registries.
