Dear Tom: IMO, the registrant has the authority. It is an historical
artifact that the old NSI whois did not have the email address (or phone or
FAX) of the registrant. Thus, the practice developed to assume that the
Admin contact has "apparent authority". If a registrant came to me and
asked for a change, after obtaining evidence that he/she/it is who
he/she/it claims to be, I'd carry out the instructions -- which could
easily include firing the Admin contact.
