[registrars] Shanghai Agenda and Delete Task Force Update

The Executive Committee unanimously nominated Tim Ruiz of GoDaddy to serve
as the constituency representative on the Deletes Task Force. Unless there
are no major objections, Tim will start serving in this capacity and with
the other volunteers that have come forward.

Listed below is a more detailed agenda of Monday's meeting with time
allotments:
