Hi Rob,
What is "Wrong"?
The IETF approved a proposed standard for a protocol for IDN and it
intentionally did not provide transition or migration strategies because
that was beyond a protocol standard. The ICANN IDN committee will take the
initiative to start to consider how implementation and migration would/might
look like and address the issues.
And ok, I hear you about the use of the term "Testbed". So I guess we
should not refer to VGRS's implementation as Testbed then is what you are
saying...?...
