Tim - thank you for distributing the report for comments. I have 2.
a) the report states that registrars decline or fail to issue a delete command. While that is true, it implies willfulness or error by the registrar. But, there are many cases of registrants creating "charge backs" pot-45 day period. This still leaves registrars "holding the bag," but with no way of having prevented it. I think that this situation should be included in the explanation in order to give a full picture of circumstances around missed deletions.
b) recommendations 3.1.1 and 3.1.2 don't really change current rules, which prohibit registrars from registering names without a registrant. So, what is the practical effect? To auto-delete, instead of auto-renew? If that is the case, registries should certainly not charge registrars during the 45 days.

Attached is the most recent version of the Deletes Task Force report and
recommendations. It has been proposed as the final version befor public
comment.
The recommendations have stayed substantially the same with some minor
clarifications.
