Michael,
I have a signed "ok to pay" invoice, a bill payment stub, and a page
from our bank statement showing when the funds cleared (3/7/02).
The check is dated 3/1/2002
We could have the same issue as Deutsche Telekom in that it seems ICANN may
have the funds.
Where do you want me to fax the documents?
Should we cut a new check then try to get the funds back from ICANN?
(no problem if that is what you want)

Hello All:
Last week it was acknowledged that there were problems with accounting based
upon a myriad of problems: multiple bank accounts, multiple treasurers,
bounced payments, etc.
Over the past four days I have invested about two to three thousand hours of
my billable time trying to reconcile over four years of constituency
payments. I would like to thank Bryan our former treasurer from taking time
from his new job and preparing for his wedding to help out. The
contributions of Tim and Bryan are sorely missed. I would also like to thank
Diane Schroeder at ICANN for taking some time from her busy schedule to help
reconcile some old accounts.
Now I have good news and I have bad news. The good news is I have almost
tracked down every payment from every registrar over the past four years,
not an easy task. Attached are two documents which are the principle records
which I have used in trying to establish an accurate record of monies
received. Attachment #1 is an Excel spreadsheet that Diane Schroeder
maintained while our funds where being deposited in the ICANN DNSO account.
Attachment #2 is a text file from Quicken that Bryan maintained once we
established our own account.
In addition to the list I posted previously, I have now have proof of
payment from the following additional registrars:
Network Solutions;
Registration Technologies;
EPAG;
These registrars were the first to pay their 2002 invoices when the invoice
was first sent out in Nov. and show up in the original ledger maintained by
ICANN.
Now for the bad news. There are still some registrars in which I am having
problems tracking down payment. Although I have a lot of real work
associated with my day job to do and sleep to accumulate, I want to hand
walk these following accounts through to make sure that no one is denied the
opportunity to vote.
Issue #1: eNom
eNom is listed as paying their first and second year payments, see Excel
spreadsheet. However, I can find no proof of payment in connection with 2002
dues. Byran stated that on a separate sheet he had eNom listed as being a
paid up member, unfortunately, I cannot associate this with a payment record
in the information provided. I would ask you to review your records and look
for any payment in the amount of $750 made after 11/01.
Issue #2: PSI Japan
PSI-Japan is listed as paying their first and second year payments, see
Excel spreadsheet. However, I can find no proof of payment in connection
with 2002 dues. Byran similarly stated that on a separate sheet he had
PSI-Japan listed as being a paid up member, unfortunately, I cannot
associate this with a payment record in the information provided. I would
ask you to review your records and look for any payment in the amount of
$750 made after 11/01. Prior to 2002 there were no payments for PSI-USA,
however, they are recorded as making a payment in 2002. Because of the
potential confusion from an accounting standpoint from the constituency side
please see if you can establish proof of this payment.
Issue #3: Deutsche Telekom
Deutsche Telekom has unsuccessfully attempted to make multiple $1,500
payment for the last year. First they wired money to ICANN, but ICANN was no
longer was allowing deposits to the ICANN DNSO account, so the money was
sent back. Next they sent a check made out to ICANN for $1,500, I have that
voided check in my possession. Therefore, Henning needs to hook up with Ken
our temporary treasurer and arrange for a new payment to our new account.
The multiple treasurers and variable accounts has not made this the most
easiest task.
In summary, the constituency does not need any more money. We in fact have
in excess of $30,000 dollars. If anyone believes that they have
inappropriately been left off of this list please provide proof of payment
and you will be added immediately. Monday 5 PM EST is the cut-off for
registrars to establish proof of payment in order to vote.
I apologize for any convenience this may cause, but I hope that this
significant investment of my time will be the most accurate record of
eligible voters, and leave no doubt as to the legitimacy of the next couple
of important votes that the constituency will undertake.
