[registrars] Membership Update

Hello All:

As discussed in Washington and in previous emails to the list, registrars
have until 5PM EST Monday (TODAY)to document their intent to pay their dues.
Ken recently posted an updated copy of this spreadsheet to the list serv
around noon.

Following the Registrar Executive Committee call this afternoon at 5PM, the
Executive Committee will release a list of eligible registrars able to vote.
There will then be approximately a 48 hour period of time where registrars
can submit the necessary forms to get their user ID and password as well as
change the designated voting member.

After the vote has been submitted there will be no more additional
modifications to the membership rolls, and the votebot will be the
definitive voting mechanism to prevent previous problems. It is currently
estimated that the votebot will begin around Wednesday afternoon/evening.
