[registrars] bylaws
Dear Registrars,
per the decision taken by the Constituency at the Washington, D.C. meeting, and as subsequently reported to the entire Constituency, a working group has been reviewing the Constituency bylaws and drafting an amended set of bylaws. The goals of the amendment are: to improve process in the constituency, ensure that the Constituency is governed in a predictable, fair and transparent way, make the Constituency more effective and efficient, and conform to the new ICANN structure. In conjunction with the bylaws, the group is also drafting a set of procedures for Constituency votes on elections and policies and other matters. The procedures are too complex to include in the bylaws, and therefore are being broken out into their own document.
The group is close to finalizing the first draft of the new bylaws, but has found that to do a thorough job, it has to postpone by one week the schedule for introducing the draft to the constituency. Following is the process and schedule:
First draft of the new bylaws and voting procedures sent to the Constituency on 3/14
Teleconference with all Registrars to explain the bylaws the week of 3/18 and the Constituency Meeting in Rio
Suggestions for revisions taken and considered by the group through March 31.
Final draft of bylaws and voting documents issued by 4/4
