   In the 5th precinct of the 5th district of the City of Portland,
   during the last general election, a Notary Public sat along with the
   municipal election workers, and the Party poll watchers, and
   registered voters, who then voted.

   Top of ticket was the State Governor, followed by the representatives
   to the two houses of the Federal legislature, followed by the
   representatives to the two houses of the State legislature, followed
   by the County, and City partisan and non-partisan offices.

   It ran smoother last November than it did in Nov. 2000, when several
   thousand voters had to present themselves to City Hall to register,
   then go to their precincts, to vote.
