Tom,
The new transfer policy that the board will be voting on next week
includes a new 60-day "no transfer after transfer" window (in addition
to the old 60-day "no transfer after initial registration" window)
intended to address the issue that you describe. This window was
determined through the consensus policy development process. It is my
understanding that changing this recommendation would similar require
that the GNSO council invoke a new policy development process.
My recommendation at this point would be to look forward to the new
transfer policy and focus on monitoring its overall impact on our
respective businesses. With feedback on its actual implications, the
GNSO as a whole will be in a much better position to determine how and
what might need to be adjusted over the mid-term.
