The concept is that Members in good standing get to participate in the
constituency and non-members, or suspended members, don't.

Nothing I've proposed is intended to change the level of participation
that we afford observers etc. The degree to which the constituency
abides by ICANN's mandate of transparency and openness will therefore be
unchanged as a result of this amendment.

As an aside, I would note that there is no requirement of
"inclusiveness" as you describe below - I assume that you were instead
referring to transparency and openness.

Also note that my goal is not to expand this clause, but in fact to
clarify it by including a more precise statement of the rights of
members and non-members.
