[registrars] Quorum on GNSO council
Hello All,
For the GNSO council meeting on 22 May 2003, there is a motion
concerning quorum on the GNSO council.
There is curently 18 members of the GNSO council, holding a total of 24
votes.
In the old Names Council, quorum was defined as a majority of the total
number of members.
(ie 10).
In the new ICANN by-laws, quorum has been defined as the majority of
votes. Given that the votes are biassed in favour of suppliers so that
suppliers and users have an equal number of votes, it is possible for
quorum to be a minimum of 7 members holding 13 votes.
The user constituencies have requested that quorum be adjusted to take
into account both the number of members and the number of votes.
Ie "A majority of the total number of Council members in office,
provided that those members are entitled to cast a majority of the total
number of votes of GNSO Council, shall constitute a quorum".
Ie at least 10 members holding at least 13 votes are necessary for
quorum.
Personally I am supportive of the motion, as it raises the bar to ensure
that there is sufficient participation in major decisions from the GNSO
council that result in policy changes that we must implement. It is
important to get both a user and a supplier perspective on these
decisions.
I would like to hear the views of the members of the registrars
constituency on this motion.
