Attached for your review, prior to the Montreal presentation, are draft
proposed antitrust guidelines for the RC.  Although these guidelines have
been reviewed by outside antitrust counsel, they do not constitute legal
advice and I encourage every registrar to carefully review them and to
engage independent antitrust counsel's review.  The proposed guidelines will
be distributed in Montreal during the RC meeting in conjunction with the
antitrust guidelines presentation.
