[registrars] Process for Gaining Access to SRS

The "Registrar Competition: Testbed and Accreditation Update #2"  on the 
ICANN website has a section on "Summary of Process for Gaing Access to 
SRS".  However; it doesn't state if any of the accredited registrars (other than
the 5 testbeds) have gone ahead and signed the NSI Licence and Agreement in 
order to go ahead and start developing software to work with SRS.

Does anyone know if the registrars not represented on this list have signed the
agreement with NSI?
