Dear Ivan:  As I understand it, it was originally set up on "announce only" 
basis for ICANN to communicate with about to be accredited 
Registrars.  Temporarily it was used to communicate with Registrar 
Constituency members.  It has probably reverted to its original 
mission.  Registrars are now using dnso. org.
