[registrars] Recirculation in Word

Hi all - - Jim Bramson pointed out that the versions of the Policy and Rules from Louis Touton that I circulated were in Word Perfect format (damn lawyers!), and thus may not be readable by all. 

Accordingly, I had the blacklined versions of the documents converted into Word format.  I was advised by my systems administrator that the conversion may be a bit rough, but nonetheless should be readable by all.  Sorry about the inconvenience and I look forward to speaking to everyone tomorrow.
