[registrars] Teleconference Rules of the Road

Due to the limited availability of certain key individuals and the large
number of expected participants in today's teleconference, the
teleconference will be moderated as follows:

The outline of discussion will follow the Agreements Summary Fact Sheet
located at:
http://www.ntia.doc.gov/ntiahome/domainname/agreements/summary-factsheet.htm

In addition each company will only be able to speak once on a particular
issue. In Santiago, Chile following similar guidelines based upon the
Simplified Rules of Parliamentary Procedure (a.k.a. Roberts Rules) we were
able to cover a substantial amount of material in a limited amount of time.
