[registrars] Run-Off Ballot

Attached below is a ballot and some additional proposals for amending the
by-laws.  These new amendments have been proposed in light of various issues
that have arisen since the last ballot.

Note: Voting begins at Sat 12 PM EST Feb 19 and will end at Sat 12 EST Feb.
26. In the case that a registrant changes their mind and submits multiple
ballots, the last ballot received will be deemed controlling.


Issue #1: (Place an X in the appropriate [ ] )
Amend the by-laws to call for a standard seven (7) day voting period on all
substantive issues. However, this default time period can be amended
depending upon the circumstances given proper/adequate notice.

[ ] Yes - adopt a seven (7) default voting period.
[ ] No  - adopt a different default voting period
[ ] No - have no default voting periods.


Issue#2: (Place an X in the appropriate [ ] )
Amend the by-laws to suspend a registrant's voting privileges thirty (30)
days after non-payment of any required constituency fees.

[ ] Yes - suspend a registrant's voting privileges thirty (30) day after
non-payment of any required constituency fees.
[ ] No - adopt a different time frame for suspension
[ ] No -  never suspend a registrant's voting privileges for failure to pay
a required constituency's fee.


Issue#3: Names Counsel Run-Off (Place an X in the [ ] for the candidate that
you are voting for)
