[registrars] Code of Conduct

While I appreciate the energy that various people are putting towards the
formulation of a standardized code of conduct for this constituency, I
want to be very clear on our position from the outset. We will not support
any document that changes or alters the existing contractual relationship
that we have with ICANN, NSI and our registrants.

I don't want to come across as stonewall at such an early in this process,
however, it is very important for us to focus our efforts on enforcing
registrar conduct as it is defined by the various agreements.

Of course, this document should be updated and amended as the current
contract set evolves. Engaging this constituency to force the evolutionary
process is another matter entirely.
