According to
the Articles adopted at the Santiago meeting of the ISP and Connectivity
Providers constituency in ICANN's Domain Name Supporting Organization an election
of officers for the ISPCP's executive committee was to take place immediately
after the acceptance of the by-laws.
According to the ISPCP's bylaws the term of the initial chairperson in
24 months and the two initial deputies is 12 months. The bylaws state that the current chairperson is to serve as
election manager unless they intend to run for one of the executive committee
positions. Michael Schneider was undecided prior to the election and Mark
McFadden of the Commercial Internet eXchange agreed to be the Election Manager.
The Articles call for a
nomination period of two weeks. Because
the initial ICANN board asked for immediate nominees to the Names Council of
the DNSO, this process was accelerated a bit.
The deadline for each constituency to nominate individuals to the Names
Council was 8 October 1999.
Nominations were requested
from eligible ISPCP members starting on September 6, 1999. In each case it was verified that the
nominee wanted to run for the Executive Council. The nominee’s citizenship and residency was also requested for
the purposes of ensuring geographical diversity. Six nominees were been put forward and verified:

After the close of the nomination
period on September 12, 1999 an election for the Initial Chairperson of the
ISPCP began. Each candidate was allowed
to submit a short statement of interest and qualifications to those voting.
Starting on September 18, 1999 each eligible ISPCP representative was allowed
to vote for Initial Chairperson. At the
time of the election 23 representatives were eligible to vote. Fourteen votes were recorded, twelve were
cast for Michael Schneider. The
electronic mail record was verified by the accounting firm of Villard and Associates and deemed to be an
accurate representation and count of the election voting. On September 27th, the Initial Chairperson
was declared to be Michael Schneider.
Six nominees were originally
available for the ISPCP Executive.
Michael Schneider had become the new chairperson, Barbara Dooley removed
her name from further consideration and Manuel Hurtado was not eligible to be
elected due to ICANN's and the Constituency's rules on regional diversity in elected
positions.

On September 27, 1999 elections
were started for the two deputy positions. The elections were closed on October
4, 1999. At the time of the election of
deputies 23 representatives were eligible to vote. Each eligible member was allowed to cast two votes. Thirty-one votes were recorded (three
eligible voters choose to vote for only one candidate). Fourteen votes were cast for Tony
Harris. Thirteen votes were cast for
Hiro Hotta. The electronic mail record
was verified by the accounting firm of
Villard and Associates and deemed to be an accurate representation and
count of the election voting. On
October 6th, the ISPCP Executive Committee Deputies were declared to be Tony
Harris and Hiro Hotta.
Elections were conducted for
the ISPCP constituency starting on September 6, 1999 and ending on October 6th,
1999. Michael Schneider is the
Chairperson of the ISPCP Constituency with a term beginning October, 1999 and
ending September, 2001. Tony Harris and
Hiro Hotta are Deputies on the Executive Committee with terms starting October,
1999 and ending September, 2000.
