Simple majority. Small organizations members cast one vote, large organizations members cast two votes.
Time for the vote
Results -- the results have been calculated on Saturday 23 February 2002, and posted shortly before 16:00 UTC (17:00 Paris) to the Election officers
Electorate of 52 members (38 Small, 14 Large).
Ballots received from 36 members (28 Small, 8 Large).
Participation 69 percent (=36/52) (Small: 74 percent, Large: 57 percent).
