[comments-gtlds] Support .naa

I would support the creation of an Indian-operated top-level domain in the
DNS, as the gTLD proposal for .naa would do.

The concept of sovereignty of indigenous nations is very poorly understood
in the public at large, and this ignorance results in regular violations by
public officials and state and local government of treaty rights.

Of course this sovereignty is limited -- all sovereignty is limited.
Nonetheless, Indian tribes have treaty rights which legally place them in a
different category from the groupings of citizens which normally use .com or
.org.  Public understanding of this would be aided by the use of .naa for
Native American Aboriginal groups.
