The fact is, that the lack of control over some TLDs in the past has created a lot of difficulties.
The fact is also that most of the ccTLDs are not free - you have to present a Certificate of Trademark Registration or (more common) the applicant must be a locally registered company. For example, to register under the Swedish ccTLD .se only the names/firms of companies registered in Sweden can be registered as domain names (registered trademarks will likely be added shortly under tm.se).
This system has so far prevented cybersquatters from acting under .se.
