Comments on Background and Overview, Part 3

The draft report states

" Names Council comments were incorporated into this draft, which is now 
posted for DNSO public comment."

Procedures used to circulate the draft report within the Task Force should 
be documented in the text following this line, with dates. If any NC 
comments were NOT incorporated into the report, an analysis of the comments 
excluded and the rationale for excluding them should be appended to this 
line. If there are minority views, provisions made for including them in 
this report should be mentioned, including the date such a provision was 
adopted and publicized to the task force and NC members.
