  Good point Jim.  This is likely the case indeed. It is also not likely thatthe
ICANN will be able to have power over all gTLD's either, as it appears
that now different registry systems will be deployed, or the legal battles
are about to gear up as well.

  Reserving any seats on any "DNSO" is problematic at best and stillmeet the
requirements of the White paper.  Election of any seats
will need to be done by the ICANN Individual Membership Organization.
