We don't fully agree with this analysis you propose here. First of all, any
registry is operating within the "System", if it is accessible from any user
on the internet, regardless of what method is used to access Domains on
"Alternative" TLD registries. This has already been proven and is in operation
as I type this. Although they may not be TLD's that are part or the "Legacy"
Roots, is in no way an accurate evaluation that these TLD registries are not
part of the "System" or the DNS. They are
