The "1-5" split was part of a side discussion, was mentioned by
a ccTLD representative, and was never even publically proposed.
Don't get too excited about it.
My personal opinion vis a vis aspiring gTLD registries is that no
matter what happens, they are an intrinsically transient group --
either they become real registries, or they don't. At the moment
there are several, but shortly after the DNSO actually starts
operation the issues will be decided, and there will be almost no
aspiring registries -- their aspirations will either be confirmed or
denied. It would be silly to build in permanent representation for a
transient group with very few members.
