Not everybody. I always protested that presenting separate drafts was
self-serving and just taking the easy way out, and I recall that there was a
lot of debate about this during the IANA bylaws period, since people were
spending energy sending comments to comments@iana.org, which were never made
use of, while others who spent much less energy writing their own drafts got
all the attention. What's happened is that we're all getting jaded.

There's a lot of truth to that, I guess. But not all complaining about
process is just sour grapes.

Very kind of you to say so. But who knows? If I and the ICIIU were ever
given the chance to participate fully, I might become just as bad as the
worst of them. Fortunately for my self-respect, I will probably not have the
chance to take that test.
