I think it's fair to say that:

- The Norwegian government is well aware of what's happening with the
.no domain.

- The Norwegian government has never tried to exercise any direct
authority over how the .no domain should be run.

- We do not *know* exactly what would happen if the government should
try give explicit orders on how to run .no.

- As long as the current registration authority in Norway does a
reasonable job, we have reason to believe that the government does not
want to exercise any direct authority over the .no domain.

I'm not really sure that it matters a lot whether you call this
"government control" or not.
