Candidate Statement

Personal Background

Born in 1948

With over 20 year experience as manager and director in ICT areas and provider companies, since 1991 I decided to provide private ICT consultancy both on the public and private sectors.

Currently I'm President of ISOC.Ar Internet Society Argentina Chapter; I'm also advisory of CABASE (Argentina Internet Chamber) and I'm ICT Consultant (ICT projects, Internet business projects, Networking, communication regulation, education).

My performance in the Latin-American Region includes being taking part in LACNIC (LAC, emergent RIR) founder’s working group; working as an advisor of ECOMLAC (Latin American and Caribbean Internet and e-commerce Federation) and member of LACNET - UN ICT Task Force Latin American and Caribbean Regional Networks.

ICANN related activities. Participated in IFWP (Pre-ICANN process) Singapore meeting and I was Chair of IFWP Buenos Aires meetings (1998). I attend to several ICANN meeting. I participated in several activities, as DNSO Constituencies foundation and previous At Large initiatives.

At Large Membership, my personal point of view

ALM, must be open for any Internet user interested in ICANN activities.

Some NGOs and other non-for-profit non-commercial individual memberships based organizations, with focus on Internet/ICTs issues could be part in this process too

Our challenge is to create a balanced organization model, regarding the bottom-up process, the need to avoid capture (considering that the amount of people concerned about ICANN matters is limited compared with the size of the Internet user community), the geographical and cultural diversity.
