[wg-b] Revised Draft Ballot

Listed below is the revised formal ballot that I contemplate sending out to
the group tomorrow pending any last minute suggestions for revision. The
revised ballot has taken into account several similar suggestions proposed
by the participants. In the consensus building process for Question 3,
option B & C will be combined together in determining whether mechanisms are
necessary in connection with famous trademarks and the operation of the DNS.
There was a change in Question 1 with regard to the formulation of the
question, and there were changes in Question 3 in the options available.
