Will people who do not have the funds to travel to Cairo be able to join
the meeting through any electronic means?

This month it's Cairo, in July, it's Yokahama, which means that the
"bottom-up" decision-making is really power control by about 50 people
worldwide who can afford to travel to these exotic locales.
