I would like to suggest that it should not be for this WG to second guess
the nature of TLDs. We should assume that the 'market' or the Internet
itself is capable of suggesting and arbitrating the nature and names of the
TLDs. So long as we are brave and set the parameters and accept that we may
not always love the outcome, we will win.
I suggested this at greater length earlier.
In essence, I agree that ICANN should be considering applications for TLDs
and that its job is to create guidelines to allow it to assess such
applications and to guide applicants.
