The morning of Thursday July 29th? The morning when? In what time zone?
based on GMT? When? When does voting end? Would you please try to be
a bit less vague about these things?

So. The mechanism to be used for determining consensus is to be "whatver
the chair thinks consensus is"? Great. Why don't you just come out and
tell the WG what is going to be in the report now, Javier? Why make us
play at this charade for the next several weeks?
